IMF Warns of National Stablecoin Digital Dollar Proliferation
The IMF has warned that national currency-linked stablecoins could become a conduit for transferring funds to a digital dollar. Dan Katz, the IMF's First Deputy Managing Director, stated during a speech at the University of Cape Town that if local currency stablecoins and dollar-linked stablecoins operate on the same blockchain, users could easily exchange them through decentralized exchanges (DEX) or peer-to-peer transactions. This could lead to foreign exchange transactions being separated from banks and currency exchange offices, reducing 'friction costs' and making it more difficult for authorities to track capital flows. Deputy Managing Director Katz mentioned that national currency stablecoins could accelerate the adoption of foreign exchange stablecoins, emphasizing the potential preference for dollar tokens. However, he added that the nature of risks varies by country, and nations with restricted access to dollars may see an increase in demand for foreign currency. The IMF recommended regulating remittance inflow and outflow points and on-chain currency exchange locations. Currently, the exchange rate for the Korean won to the dollar is around 1,411 won per dollar, and the proliferation of stablecoins is emerging as a variable that could impact national foreign exchange order and capital movement.
