Vietnam Pilots Cryptocurrency Asset Market with 5 Companies Passing Initial Assessment and Setting Minimum Investment Requirement of $383 Million

Vietnam is piloting a cryptocurrency asset market, implementing a prudent regulatory framework to enhance investor protection. According to Resolution No. 05 issued by the Vietnamese government in September 2025, cryptocurrency assets must be backed by real assets, excluding securities and fiat currencies, and will initially be issued only to foreign investors. Currently, five companies have passed the preliminary assessment for cryptocurrency exchanges, needing to meet Level 4 security requirements and invest at least 100 trillion Vietnamese dong, approximately $383 million. Decree No. 284, issued in July by Vietnam, will impose penalties on trading activities of unlicensed platforms starting from September 1; domestic investors can only trade through licensed service providers six months after the first institution obtains a license from the Ministry of Finance.
