    TEPCO Holdings (Tokyo Electric Power, TSE: 9501; often abbreviated 東電) is the holding company for Japan's largest electric utility, covering generation, transmission and retail in the Kanto region. It also carries the Fukushima Daiichi compensation and decommissioning obligations, and is supported through the state-backed Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF / 原子力損害賠償・廃炉等支援機構). It is listed on the Tokyo Stock Exchange Prime Market with a March fiscal year-end. On Japanese message boards (掲示板) 9501 is closely followed under both the 東京電力 and 東電 spellings. This page summarizes the board talking points as of July 2026 as observed discussion, not as our recommendation.

    Price and listing context

    Two facts frame everything on this name. First, TEPCO has paid no dividend since FY2011 — it has been 無配 for the years since the 2011 disaster, stated here plainly. Second, the NDF is the largest shareholder, holding 54.75% of voting rights (as of September 30, 2025) and a majority since 2012; it leads the rebuilding effort and funds compensation. NDF's majority ownership is a matter of fact and does not imply any sovereign guarantee for shareholders. This page sets no price target.

    Crucially, the Fukushima Daiichi compensation and decommissioning are humanitarian and safety obligations, not merely a line-item cost to be minimized; we do not frame victim compensation as just an earnings drag.

    What the boards discuss

    The central board tension on 9501 is between restart-driven cost-relief hopes and the decommissioning and compensation obligations plus the ownership structure. We summarize and link the venues — the Yahoo Finance Japan board (9501) and Minkabu (9501) — and never reproduce individual posts.

    • The restart / cost-relief thread. The bull view on the boards points to fuel-cost savings from Kashiwazaki-Kariwa Unit 6 — a figure of roughly ¥100 billion per year per reactor (and about ¥200 billion if Unit 7 also runs) that is TEPCO's own estimate, cited as such — plus the recovery in operating profit. A widely shared retail analysis circulated under the title "15 years without a dividend, still posting a net loss, yet it will not go bankrupt — can the Kashiwazaki-Kariwa restart revive it?" We report this as an observed board theme; we do not cheerlead a "nuclear recovery play."
    • The overhang thread. The cautious view weighs recurring net losses driven by Fukushima-related special losses, the NDF majority and the eventual overhang of a future share sale, Unit 7 being stuck until around 2029, and the absence of a dividend.
    • The politics of restart. Boards also discuss the Niigata consent process. We state the facts and take no side in restart politics.

    Outlook: guidance and catalysts

    • Kashiwazaki-Kariwa Unit 6 restarted and entered commercial operation on April 16, 2026 (having restarted January 20, 2026) — TEPCO's first operating reactor since the 2011 accident. Local consent preceded it: Niigata Governor Hanazumi conveyed consent to METI on December 23, 2025, following the prefectural assembly vote of December 22, 2025.
    • Unit 7 is not restarting in 2026. It remains in cold shutdown with fuel removal underway, because the required anti-terrorism facility is not due for completion until around August 2029.
    • FY2026/3 results: a net loss despite operating recovery. Revenue was ¥6.3286 trillion (−7.1%) and ordinary profit ¥417.3 billion (+64%), but the company posted a net loss of about ¥454.3 billion. The gap between the higher ordinary profit and the net loss is explained by roughly ¥913.8 billion of disaster-related special losses tied to compensation and decommissioning — obligations that reflect ongoing humanitarian and safety responsibilities, not merely an accounting item, and that continue to sit below the operating line.
    • The Fifth Comprehensive Special Business Plan was approved on January 26, 2026 (NDF and TEPCO, certified by METI), covering additional compensation and new government-bond capacity (about ¥1.9 trillion was cited). That capacity funds compensation obligations; it is not a subsidy to shareholders.
