The basis was the Decree on the Development of the Digital Economy, signed as Decree No. 8 by the President of the Republic of Belarus. For individuals, it is important not to use coins as a substitute for official payments, to keep transaction confirmations, and to consider tax consequences. Legal entities operate more strictly: transactions are conducted through regulated platforms, complying with accounting requirements, client identification, and the rules of the High Technologies Park. Violations can lead to fines, asset confiscation, tax reassessments, and in cases of criminal signs, to criminal liability.

    Decree No. 8 removed the main uncertainty: cryptocurrency ceased to be a lawless zone and moved into a regulated space.

    Until January 1, 2023, to support the industry, individuals and companies working with digital assets were exempt from VAT and profit tax. This regime reduced the burden on entrepreneurship in the crypto sphere and made Belarus a notable jurisdiction for market participants.

    Taxation After January 1, 2023

    After the preferential period ends, it is important to check in advance which tax regime applies to a specific operation. For income subject to general rules, the benchmark is the personal income tax rate for individuals at 13% and the profit tax for organizations at 20%; it is better to verify current rules before a transaction, as the regime depends on the participant's status and the type of operation.

    Declaration is built around confirmed financial results: purchase prices, sale prices, commissions, transaction dates, and cash movements. Individuals need exchange statements and payment documents for tax declaration, while companies need accounting for digital assets, primary documents, and the connection of the operation to economic activity.

    If income tax is not paid, there may be additional charges, penalties, and fines. In cases of intentional evasion on a large scale, the risk may shift from the tax realm to the criminal one.

    To confirm the origin of funds, it is useful to keep exchange statements, records of deposits and withdrawals, data on fees, and information about purchase and sale prices. For businesses, accounting is also important: a digital asset in accounting should be linked to a clear transaction, rather than appearing as an unexplained influx.

    Can You Pay with Cryptocurrency for Goods and Services?

    Cryptocurrency is not an official means of payment in Belarus. Therefore, direct payments with coins for goods or services may fall into a gray area and create legal risks, especially if the digital asset effectively replaces cash or non-cash currency in business activities.

    For individuals, the risk usually begins with questions about the origin of funds and the legality of the transaction: a payment may not be recognized as a proper settlement, and operations may be checked for taxes and income legalization.     Mining is permitted in Belarus as an operation with crypto assets, but it is only safe within the legal framework: with a clear source of electricity, documentation for equipment, and accounting for received coins. If mining turns into a business, registration of activities, accounting for income and expenses, and after the end of benefits, verification of tax obligations are required.

    Illegal mining is often associated not with the act of mining itself, but with accompanying violations: unauthorized connections to power grids, concealing income, operating without registration, or using coins in criminal schemes. Consequences may include fines, confiscation of equipment and assets, and, in the presence of signs of a crime, criminal liability.

    • Mining with Graphics Cards. GPUs are used for mining, which can be reconfigured for different algorithms and coins. The advantages of this approach are flexibility and scalability. The downsides include dependence on hardware prices, increasing difficulty, setup, and maintenance. The final profitability is determined by the exchange rate, electricity costs, and hardware market.
    • ASIC Devices. These are specialized chips for specific algorithms. They are efficient in their niche but require significant investments, generate noise, heat up, and offer little freedom for switching. This option is often chosen by experienced participants, but the return on investment is not guaranteed.
    • Cloud Mining. Users rent hash power from a provider and do not purchase equipment. This is convenient, but fees, rates, and contract conditions can eat into profits. Moreover, the market has unscrupulous companies.
    • Mining with Smartphones. Applications often call themselves mining or imitate its mechanics. The entry cost is almost free, but the returns are usually minimal, and the load on the device increases. In real PoW networks, this method does not yield significant results.

    Each format has its ceiling. A home computer or phone requires almost no startup budget, but earning from them is difficult. An ASIC farm involves costs for premises, cooling, electricity, and sometimes personnel.

    For Belarus, one of the main constraints remains the price of electricity. In December 2021, the average cost of 1 kWh was about $0.08, while high margins often require levels around $0.02 per kWh.

    In April 2019, Alexander Lukashenko proposed using excess electricity from the Belarusian Nuclear Power Plant in the Grodno region for mining. Land plots were even reserved for future farms, but over the next 2.5 years, the project did not see significant development.

    In Belarus, regulated crypto exchanges and digital coin exchange operators are already operational, but a crypto bank as a separate type of bank with a full set of banking and crypto services has not been established as an independent entity. Therefore, the launch of such players is hindered by banking rules, the requirements of the High-Tech Park, KYC, control over the origin of funds, and regulation of virtual assets.

    The emergence of crypto banks will become realistic when the licensing, asset storage procedures for clients, working with fiat money, taxes, and responsibilities are clarified. Until then, it is safer to rely on existing regulated platforms rather than on services that call themselves crypto banks without a clear status.

    How to Safely Buy, Sell, and Withdraw Cryptocurrency

    Basic security starts not with complex strategies but with discipline. A mistake in the wallet address, a weak password, or dealing with a dubious exchange can cost more than any fee.

    • Choose a licensed exchange or a reliable exchange service.
    • Check the reputation of the platform before funding your account.
    • Complete KYC identification where required by the service's rules.
    • Enable two-factor authentication.
    • Double-check the wallet address several times before sending coins.
    • Consider limits, fees, and withdrawal regulations.
