Marchenko Warns of Funding Shortages and Salary Delays
The Ministry of Finance is cutting expenses due to a funding shortfall, which may lead to salary delays in the public sector. Finance Minister Sergey Marchenko stated that payment delays would become a financial disaster if revenues to the single treasury account decrease. In the event of a funding shortage, the government does not rule out monetary financing of the budget, which could trigger inflation and a decline in the hryvnia's exchange rate. The Ministry of Finance has developed an action plan for limited liquidity, which includes: deferring secondary expenditures to December, prioritizing funding for the security and defense sector, and freezing all construction programs until sufficient funds are available. The budget situation in Ukraine is currently the worst since 2022, and the need for external financing is rapidly increasing.
