Ukrainian insurance experience does not guarantee pension payments after moving abroad. The Pension Fund may refuse to assign or recalculate payments, as well as terminate already assigned pensions. International agreements between Ukraine and other countries are of key importance. Grounds for refusal may include the absence of a social security agreement, non-compliance with the terms of the agreement, unconfirmed insurance experience, and improper personal status. If there is no relevant agreement, pensions may be terminated or paid only in part corresponding to the experience in Ukraine. Moving to a country without an agreement for permanent residence may also lead to the cessation of payments. Problems may arise if the pensioner did not notify the Pension Fund about the change of residence or did not provide the necessary documents. Having insurance experience does not guarantee automatic pension payments abroad. Before moving, it is advisable to clarify the rules in the new country and familiarize oneself with the bilateral agreement. The government is working on pension reform that aims to provide fairer payments. As of July 1, 2026, there are 9.98 million pensioners in Ukraine, with an average pension of 7273 UAH, and one in four pensioners continues to work.
